The Polish Government will provide funds for the construction of a nuclear power plant
At the request of the Government Plenipotentiary for Strategic Energy Infrastructure, two bills amending the act on the preparation and realisation of investments in nuclear energy facilities and accompanying investments and some other acts have been included in the list of legislative and programme works of the Council of Ministers.
The first of the government’s legislative initiatives is aimed at providing financing for the project to build Poland’s first nuclear power plant, to be implemented at the Lubiatowo-Kopalino site in the Pomeranian Voivodeship. According to the proposed legislation: the investor – Polskie Elektrownie Jądrowe sp. z o.o., whose sole shareholder is the State Treasury – will receive approximately PLN 60 billion in public support for the implementation of this strategic energy investment in the years 2025-2030.
The support will ensure the capital part of the investment and can be granted in the form of expenditure from the state budget or in the form of a transfer of treasury securities to the company – the decision in this regard will be made by the Minister of Finance, upon the motion of the Government Plenipotentiary for Strategic Energy Infrastructure. The Plenipotentiary, when requesting support, will take into account the principles set out in the European Commission’s decision, expected in 2025, on the compatibility of the state aid provided to the company.
Energy transformation is a fundamental challenge facing our economy. The decarbonisation process, lost in recent years, is possible primarily on the basis of renewable energy sources and the development of nuclear energy. The package of laws included today in the list of government works is an element of the announced priority actions, which we are systematically implementing,’ said Andrzej Domański, Minister of Finance.
The second of the proposed laws will improve the efficiency of the construction process of nuclear facilities in Poland by increasing the possibility of phasing investments while ensuring high nuclear safety standards. The new provisions will already apply to the construction of the first Polish nuclear power plant in Pomerania.
The draft bill provides for, among other things: enabling the issuance of a building permit for the construction of a nuclear power facility also for that part of the construction project which cannot function independently, and – enabling the investor to obtain a building permit for preliminary construction works.
The Act on preliminary construction works will significantly streamline the process of building Poland’s first nuclear power plant. We are taking steps to ensure that stable, emission-free electricity will be available to Poles at the planned time while maintaining all safety standards,’ said Maciej Bando, Government Plenipotentiary for Strategic Energy Infrastructure.
According to the entries in the list of legislative and programme works, the adoption of both bills by the Council of Ministers is planned for the fourth quarter of this year.
The construction of Poland’s first nuclear power plant is a strategic government project. It aims to strengthen energy security through a stable supply of clean and environmentally friendly electricity for Polish companies and households.
