Contract for the design of marine infrastructure supporting the construction of the nuclear power plant
A contract for the design of infrastructure accompanying the construction of the nuclear power plant was signed at the Maritime Office in Gdynia on Tuesday; it includes the design of an approximately one-kilometre-long bridge for unloading materials and equipment for the construction and operation of the nuclear power plant, as well as a section of a technical road.
This is a contract for the development of multi-discipline design documentation for the task entitled ‘Construction of Hydrotechnical Infrastructure for the Nuclear Power Plant (EJ1) Investment at the Lubiatowo-Kopalino Location’, together with author’s supervision. It was signed on behalf of the contractor by the president of the consortium leader, the Wuprohyd company, Piotr Cieślak, and the director of the Maritime Office in Gdynia, Anna Stelmaszyk-Świerczyńska.
The contract covers the design of an approximately one-kilometre-long openwork platform for the unloading of indivisible oversize and large-tonnage cargo and other large-scale materials and equipment necessary for the construction and operation of the nuclear power plant, as well as a section of a technical road. According to the Maritime Office in Gdynia, the signing of the contract with the contractor for the design documentation, including the execution concept with the analysis of hydrodynamic conditions and debris movement and the navigational analysis with simulation of the approach of the vessel to the MOLF (Marine Off-Loading Facility ‘MOLF’), was possible after the completion of the public procurement procedure.
Infrastructure Minister Dariusz Klimczak, who was present at the ceremony, stressed that this was an extremely important moment in relation to the construction of Poland’s first nuclear power plant.
‘We have taken a very important step when it comes to maritime infrastructure. A contract has been signed for the design of the marine structure – the jetty, which is essential when it comes to the construction and implementation of the investment, which is the construction of a nuclear power plant in Poland,’ – Klimczak said and added that this is a strategic investment and extremely important for Poland.
‘We are starting the construction of a nuclear power plant in which the Ministry of Infrastructure is integrated into the work,’ – Klimczak noted. He added that the ministry is responsible for three areas of operation – maritime, rail and road infrastructure. The minister also said that a few days ago a tender was announced for the design and construction of a road connecting the power plant with the S6 expressway at the Łęczyce junction near Lębork, to be built by 2028.
The contractor will have 14 months from the signing of the contract to prepare all documentation.
‘Taking into account the requirements of the marine environment, the structure of the structure will be openwork and will have to meet the relevant material requirements (specified number of supports, their spacing, diameter of piles, etc.). Its impact on the seashore will be determined. All calculations will be carried out using numerical modelling for various wave scenarios,’ said Magdalena Kierzkowska, spokeswoman for the Maritime Office in Gdynia.
In March this year, a decision was obtained approving the Geological Works Project to determine the geological and engineering conditions for the foundation of the MOLF offshore structure.
The designed structural solutions will have to take into account the results of the navigational analysis with simulation of the vessels’ approach, as well as hydrometeorological and operational parameters. Associated works in the form of dredging and construction of the approach fairway will also be associated with the construction of the MOLF offshore structure.
According to the Multiannual Programme and the schedule adopted in June 2023, the structure is planned to be commissioned in 2028. The project is being implemented on the basis of the Multiannual Programme adopted in June 2023, which provides funding for key investments in Pomerania accompanying strategic energy projects.
The funds from the Multi-Annual Programme will also include a new railway line, a new national road and precisely the offshore unloading structure, for the construction of which the Maritime Office in Gdynia has been identified as the investor. In July 2023. The Maritime Office in Gdynia signed an agreement with Polskie Elektrownia Jądrowa (Polish Nuclear Power Plants), setting out the principles of cooperation in the implementation of this investment.
