BC-Wind in Poland Enters Implementation Phase – Ocean Winds Closes Financing

Approximately 2 billion euros have been secured through project finance for the construction of an offshore wind farm with a capacity of up to 390 MW on fixed foundations, according to Ocean Winds representatives.

Ocean Winds, an international company operating in the offshore wind energy sector, established as a 50/50 joint venture between EDP Renewables and ENGIE, has secured approximately 2 billion euros in project finance and finalized the financial closing stage for its first offshore wind farm in the Baltic Sea. This achievement represents a key milestone, confirming the project’s readiness to transition from the development phase to the construction stage.

The BC-Wind project financing is supported by the European Investment Bank (EIB), which accounts for nearly one-third of the total financing, as well as by Instituto de Crédito Oficial Español (ICO) and 13 commercial banks. This structure confirms the maturity and long-term stability of the investment.

The BC-Wind offshore wind farm is scheduled to begin electricity production in 2028, and once fully operational, it will provide clean, zero-emission energy to nearly half a million households.

“In Poland, offshore wind energy represents one of the pillars of energy transformation and an enormous opportunity for the development of a modern economic sector. At Ocean Winds, we believe that Poland can become a regional leader in offshore – both in terms of clean energy production and industrial potential. Thanks to the support of key financial institutions, including the European Investment Bank, the BC-Wind project is our contribution to this strategic direction and an important step toward increasing the share of renewable energy in the national energy mix,” said Bautista Rodriguez, Chief Operating Officer at Ocean Winds.

“The financial closing for BC-Wind represents a significant milestone both for the project and for the entire Polish offshore wind industry. This is confirmation that Poland is ready to implement large offshore projects, relying on local competencies, technologies, and determination. Together with our Polish suppliers, we are beginning the next phase – the construction of a new wind farm in the Baltic. This cooperation strengthens the development of the local supply chain and supports the integration of Polish companies with the offshore sector. This is an investment not only in energy but also in the development of a modern, competitive industry in Poland,” stated Kacper Kostrzewa, Managing Director of Ocean Winds in Poland.

“The European Investment Bank consistently supports actions for climate, economic competitiveness, and Europe’s strategic sovereignty, which is why it decided to provide favorable, long-term financial support for the construction and operation of BC-Wind – a new offshore wind farm project in the Polish Exclusive Economic Zone of the Baltic Sea. As the EU’s climate bank, the EIB is a trusted partner in Poland’s energy transformation – from renewable sources, through grid modernization, to energy efficiency and affordability. BC-Wind, the latest project in Poland’s dynamically developing offshore sector, will help reduce CO₂ emissions and strengthen energy security for residents and businesses,” said Prof. Teresa Czerwińska, Vice President of the European Investment Bank (EIB).

Polish companies play a significant role in the implementation of BC-Wind, forming part of the project’s supply chain. In 2026, onshore construction work will begin, including the design and construction of an electrical substation and onshore cable trench, carried out by the Polish company P&Q. Electricity will be transmitted to the onshore station using cables designed and installed by Tele-Fonika Kable from Bydgoszcz. Simultaneously, Ocean Winds will build an operations and service base in Władysławowo. The project will also be the first in Poland fully implemented from Polish ports – foundations will be transported from Świnoujście, and wind turbines from Gdańsk.

Over recent years, Ocean Winds has completed all required environmental and legal procedures. These include environmental decisions for both the offshore and onshore parts, as well as a construction permit for the onshore infrastructure along with connection to the National Power System.

BC-Wind is an offshore wind farm being built by Ocean Winds in the Polish Exclusive Economic Zone of the Baltic Sea. It will be located approximately 23 km from the coast, near the municipalities of Krokowa and Choczewo in the Pomeranian Voivodeship. The project includes 26 modern turbines, each with a capacity of 14 MW, equipped with a Power Boost function that increases their efficiency to 15 MW. The total planned capacity is up to 390 MW.
