Agreement Signed for Construction of Breakwater for FSRU Terminal in Port of Gdańsk

The Port of Gdańsk took a significant step forward in enhancing Poland’s energy security with the signing of a contract for the construction of a protective breakwater on Monday, March 17, 2025. The agreement, valued at approximately 800 million PLN (Polish złoty), was signed at the Northern Port Captain’s Office in Gdańsk between the Maritime Office in Gdynia and NDI, a company specializing in hydrotechnical investments.

Strengthening Poland’s Energy Security

The infrastructure project will serve the planned FSRU (Floating Storage Regasification Unit) gas terminal in the Gulf of Gdańsk. Arkadiusz Marchewka, Secretary of State at the Ministry of Infrastructure, who attended the signing ceremony, emphasized the critical role of ports in ensuring Poland’s security.

“Ports play an increasingly important role in ensuring Poland’s security. We are talking about economic security, military security, and also energy security,” Marchewka stated. “The signing of today’s agreement is another step towards guaranteeing and strengthening Poland’s security.”

The Secretary of State further highlighted the geopolitical context driving this investment: “Looking at what is happening across our eastern border and the geopolitical situation, we must take actions that are bold and ambitious, which will make our energy system more independent.”

Years of Preparation

Anna Stelmaszyk-Świerczyńska, Director of the Maritime Office in Gdynia, noted that preparations for this investment began several years ago.

“In 2024, we prepared the documentation and obtained all necessary decisions, including the building permit and environmental decision. At the end of last year, we selected the contractor. Today, we are signing the agreement to complete this process,” she said.

Technical Specifications and Timeline

The project includes the construction of a breakwater nearly 1.3 kilometers in length, a new approach channel, and essential navigational markings to ensure safe mooring, unloading, and maneuvering of gas carriers in the Port of Gdańsk. The protective breakwater is a crucial element of infrastructure providing access to the outer port and enabling the safe operation of the liquefied natural gas regasification unit by protecting it from wave action.

The construction of both the FSRU terminal and the protective breakwater will proceed simultaneously, with both investments scheduled for completion between late 2027 and early 2028.

Part of a Larger Gas Infrastructure Program

Gaz-System S.A. is responsible for building the FSRU terminal and associated gas pipelines. In November 2024, the company signed a complete set of agreements for the construction of three gas pipelines: Kolnik-Gdańsk, Gardeja-Kolnik, and Gustorzyn-Gardeja, with a total length of 250 kilometers. The value of these contracts amounts to 954 million PLN.

The construction of land-based gas pipelines is directly related to the implementation of the FSRU Program. The new transmission infrastructure will enable the reception of liquefied natural gas (LNG) delivered by sea and, after regasification, its transmission to the national transmission system for delivery to consumers. The FSRU-type LNG terminal in Gdańsk will be one of the key natural gas reception points with an annual volume of 6.1 billion cubic meters.
